UP model sets national benchmark: CM Yogi Adityanath highlights rule of law at Police Manthan 2025

Uttar Pradesh Chief Minister Yogi Adityanath said strong rule of law has turned UP into a safe and trusted state, attracting major investment. Speaking at Police Manthan 2025 in Lucknow, he praised police reforms, smart policing, women empowerment, infrastructure growth and stressed dialogue, technology and accountability.
Chief Minister Yogi Adityanath on Sunday said that the rule of law is Uttar Pradesh's biggest strength and the main reason the state has become a dream destination for investors. He said strong policing has removed fear from people's minds and created an environment of trust across the state. The Chief Minister was speaking at the closing ceremony of Police Manthan Senior Police Officers Conference-2025 at the police headquarters in Lucknow.

UP model discussed across the country

CM Yogi said the 'UP model' of law and order is now being discussed nationwide. He praised police officers and personnel for their work and said that law and order strengthens democracy and public confidence. He also congratulated the Director General of Police (DGP) and his team for organising Police Manthan and called it an innovative and future-focused platform.

Dialogue with public representatives is key

The Chief Minister stressed the importance of human intelligence and regular dialogue. He said police officers, from station level to zone level, must stay connected with public representatives, religious leaders, traders and entrepreneurs. "Policing cannot be done only from headquarters," he said, adding that officers must understand ground realities through regular interaction with society.

Better coordination will improve policing

CM Yogi highlighted the need for stronger coordination between police stations, circles and police lines. He said accountability should not rest only with station in-charges, but also include better teamwork at all levels. He added that friendly behaviour and sensitivity by police help solve public problems and improve the police's image.

Police given freedom to perform

The Chief Minister said political interference has been kept to a minimum and police officers have been given freedom to work. He noted that officers now get stable postings of at least two years, unlike earlier frequent transfers that caused disorder.

  • Good conduct builds public trust
CM Yogi said good officers are remembered and recommended by the public, while the removal of bad officers is welcomed. He urged police personnel to strengthen their reputation through good conduct and behaviour.

UP's infrastructure growth linked to security

The Chief Minister said security is the foundation of development. He highlighted that:

  • 55 percent of India's expressways are in UP
  • UP has the country's largest air connectivity network
  • India's largest airport will open soon
  • The state has a 16,000 km rail network
  • Metro services operate in the highest number of cities
  • India's first rapid rail and waterway run in UP

Prime Minister's 'Smart Police' vision

CM Yogi recalled Prime Minister Narendra Modi's vision of 'Smart Police', which includes being strict yet sensitive, modern and mobile, alert and accountable, reliable and responsive and techno-savvy and trained. He said these principles guide police reforms and future challenges.

Janata Darshan reveals ground reality

The Chief Minister said most real information comes through human intelligence, which is why he regularly attends Janata Darshan. Complaints and applications, he said, reveal the true situation on the ground.

Historic changes in Police infrastructure

CM Yogi said police infrastructure has seen major improvements. Dilapidated barracks have been replaced with high-rise buildings in many districts. Long-pending police lines have been completed, resources increased, PAC units revived and women battalions formed.

Women empowerment and technology boost

The number of women police personnel has risen from 13 percent to over 36 percent. Initiatives like Mission Shakti, cyber headquarters, model police stations and modern equipment are strengthening the force.

The Chief Minister said Police Manthan is not just a discussion forum but a platform for policy, planning and action. He said it should be held every year as future challenges will include cybercrime, national security and social stability. A two-day roadmap was prepared through 11 sessions and 55 speakers, which will guide future policing strategies.

CM Yogi praised the success of Mission Shakti, especially its fifth phase, focused on women and child safety and human trafficking. He said women beat officers should be further supported, including providing them with scooters. DGP Rajeev Krishna, Principal Secretary (Home) Sanjay Prasad, SPG Director Alok Sharma, DG (Prisons) P.C. Meena and senior officers attended the event.
