UP Police now feared by criminals and trusted by citizens, says CM Yogi Adityanath at Police Manthan 2025

At the Police Manthan 2025 conference in Lucknow, Chief Minister Yogi Adityanath said Uttar Pradesh Police has become a symbol of fear for criminals and trust for citizens. He highlighted major reforms in smart policing, cybersecurity, training and citizen-centric law enforcement since 2017.
Chief Minister Yogi Adityanath on Saturday attended the concluding day of the two-day senior police officers' conference, Police Manthan 2025, held at the Police Headquarters in Lucknow. He praised Uttar Pradesh Police for its major transformation over the last eight and a half years.
Addressing senior officers, the Chief Minister said the UP Police has become a symbol of fear for criminals and trust for common citizens adding that the change is visible on the ground and not just in official claims.
CM Yogi said the image, structure and working style of the UP Police have changed significantly since 2017. He added that Uttar Pradesh is now being seen as a role model globally due to strong law and order and modern policing systems. He shared his vision of "Smart Policing", which focuses on data-driven, scientific and citizen-first policing.
The Chief Minister highlighted that earlier the state lacked proper training capacity, but now over 60,000 constables are being trained within Uttar Pradesh itself. He also spoke about key institutional reforms, including Cyber police stations in all 75 districts, 12 Forensic Science Laboratories (FSLs), establishment of a Forensic University, and implementation of the Police Commissionerate system. According to CM Yogi, policing in UP has shifted from being reactive to proactive and predictive.

Director General of Police (DGP) Rajiv Krishna thanked the Chief Minister for his guidance and support. He said the CM's presence reflects the government's seriousness toward policing reforms. The DGP highlighted the Zero Tolerance policy and said the goal is to provide fast, transparent and citizen-first police services across the state.

ADG Crime SK Bhagat led a session on grassroots policing. CM Yogi launched the Yaksh App, an AI and Big Data-based digital beat book that maps crimes, criminals and sensitive areas for better action.
Women and child safety
ADG Padmaja Chauhan spoke about Mission Shakti Centres, community awareness, and Family Dispute Resolution Clinics (FDRC). ADG Ashok Mutha Jain presented the Bahu-Beti Sammelan initiative.
Smart Police stations
DG Lucknow Zone Sujit Pandey introduced the Smart SHO Dashboard, aimed at faster grievance redressal, better accountability and improved crime and traffic monitoring.
Cyber crime preparedness
DG Cyber Crime Binod Kumar Singh discussed capacity building with the Indian Cyber Crime Coordination Centre (I4C) and the role of Cyber Help Desks.
HR, training, and welfare
DG Training Rajiv Sabharwal spoke about behavioral training, health schemes for police families, online learning via the i-GOT portal, and women empowerment through Vamasarathi.
Prosecution and prison reforms
DG Prosecution Dipesh Juneja discussed an e-reporting portal and performance indicators for prosecutors. DG Prisons Prem Chand Meena highlighted jail digitisation, AI-based CCTV, Health ATMs and video conferencing used for over 50,000 court testimonies.
CCTNS 2.0 and new criminal laws
ADG Technical Services Naveen Arora explained how CCTNS 2.0 supports new criminal laws, including e-FIR, Zero FIR, e-Summons, and e-Sakshya, making policing more data-driven.
The first day of Police Manthan concluded with a closing address by the DGP. The conference marked a major step toward building a modern, technology-driven and citizen-centric UP Police.
