Uttar Pradesh’s process of updating its electoral rolls through the Special Intensive Revision (SIR) has resulted in a substantial change to the voter list ahead of the upcoming publication of a draft. Officials said that nearly 2.89 crore names, roughly 18.7 per cent of the pre‑revision list have been removed during the revision exercise, which concluded in late December.

The draft voter list, scheduled for publication on December 31, 2025, is expected to include about 12.55 crore names. Those whose names do not appear in the draft will have an opportunity to address the issue during a formal period starting January 1, 2026. During this window, affected individuals can submit Form 6 to reapply for inclusion in the list. New voters can also use the same form to apply for registration.

A significant portion of the remaining names more than 1 crore voters are categorized as “unmapped.” These individuals have not yet furnished the requisite supporting documents that confirm their identity or address. Election officials said notices will be sent to these voters to provide self‑attested documents from the list of 12 specified by the Election Commission of India. Providing these documents will allow these voters to be moved into the mapped category before the final list is published.

Authorities explained that the deletions resulted from a range of factors, including reports of voters who have died, changed residence, been registered elsewhere, or could not be traced during the door‑to‑door SIR process. Voters who do not respond to outreach efforts or fail to submit necessary documentation risk not being included in the final list.

Between January 1 and January 31, 2026, the Election Commission will also accept objections regarding the inclusion of names in the draft electoral roll through Form 7. If an objection is validated, the corresponding name could be removed from the list before finalisation.

Officials said that more than 91 per cent of voters on the draft list have already been successfully mapped with appropriate documentation. The mapping and revision process is expected to continue into February 2026 ahead of the final release of the updated electoral roll.

The exercise has drawn attention and debate among political parties in the state. Some have raised concerns about the scale of deletions, while others have noted procedural aspects of the SIR. Election authorities maintain that the exercise is part of routine efforts to ensure accurate and current voter lists in the run‑up to elections.
